I was wondering what are the most effective backlinking techniques that gets your website a higher authority in search engines?

I do the following for effective backlinking:

Submit Articles
Blog Commenting
Profile Backlinks
Forum Backlinks

But I have yet to figure out how much is enough and how much to do of each. What more can I do to make my website more visible for search engines?

Also, I recently came across any article that mentioned that blog commenting is no longer an effective way of backlinking. Is that true? What about forum and profile linking?
